Principal Accountabilities and Responsibilities:

  1. Support the Development Manager in managing the relationship with various development agents including Corporate Property Services, Network Homes and Consultants.
  2. To support the Development Manager in securing the continuous efficiency and success of the department through effective leadership, project management, master-planning, financial management, ambition and drive to bring about change.
  3. Overall responsibility for delivering projects to time and budget, ensuring good quality design and a sustainable end product.
  4. Develop Partnerships with internal and external partners.
  5. Supervise delivery of the Council’s New Council House Programme projects and ensure that they are delivered to budget and on time ensuring that the required quality is achieved.
  6. Lead on and respond to urgent building and project issues.
  7. Advise and support the Development Manager in the role of project sponsor.  Deputise for the Development Manager where necessary including at programme and Member level meetings.
  8. Provide advice and guidance to Project and Programme Boards as appropriate to ensure the Council discharges its statutory duties and delivers its policy objectives.Working closely with the Capital Programme Manager to support effective working relationships with relevant portfolio holders.
  9. Support the Development Manager on partnership working.  Ensure the effective engagement of all end users and stakeholders including Councillors and residents, as appropriate to the project.
  10. Liaise with Development agents and contractors agreeing amendments to specifications and design elements where required.
  11. Provide a challenge to development agents and contractors where necessary to ensure that projects are delivered to time and budget.
  12. Ensure effectivement commencement of site operations following the procurement of new contracts.
  13. At all times hold Contractors to account for maintaining high levels of health and safety on site concerning the safety of residents , contractors and Council staff
  14. Keep up to date with developments in service delivery and best practice to ensure the service performs effectively and to the highest standards
