Work to the Head of Commissioning for Older People, Physical Disability and Carers whilst providing leadership, but no direct line management responsibilities, for the care and support at home project team including commissioners, finance, commercial, legal, IT and HR, ensuring a robust project management approach is applied.

Develop and facilitate the full range of stakeholder activities as part of a codesign approach, this will include but is not limited to:

  • two stakeholder conferences (half day)
  • approximately 9 “teams”-based thematic workshops, each lasting 2 – 2.5 hours and up to 2 feedback sessions (teams);
  • facilitation of advisory groups for service users and carers, providers and referrers/industry specialists
  • Preparing a report that summarising the findings from engagement and how they have been used to inform the commissioning

Build on the Strategic Outline Case to develop a Full Business Case and lead all aspects of its development including being accountable for the correct governance. This will include presenting information at all levels.

Further develop the service delivery model, financial model and commercial approach including procurement documents, taking into consideration legislative requirements, financial envelope, local and national good practice, fair cost of care and findings from local engagement activities.

Codesign the service specification with key stakeholders.

Contribution to final business case which will reference a new service delivery model for home care, a new specification and financial modelling, linked to the key lines of enquiry as detailed below.
