To be the person responsible for the quality of works on schemes delivered by the Capital Works Team.

• Provide professional reports and information in relation to Major Works progress, quality and handover.

• Comply with agreed responsibilities detailed within the Scheme Quality Plans.

• Positively respond to technical and quality matters identified by residents and other stakeholders in both the delivery of new schemes and on completed schemes during the Rectification Period including the certification of Making Good and/or any latent defects.

• Act on behalf of the Principal Surveyor and/or nominated Contract Administrator by undertaking audits of the works to ensure that each project is defect free, meets the required quality standards, complies with the specification and contributes to an increase in Customer Satisfaction.

• Ensure that Scheme Quality Plans are prepared and administered in accordance with the stated standards and testing regimes.

• Work with the Senior Construction Manager in matters of compliance with British Standards, Building Regulations, Planning Consent, Manufacturer’s Recommendations, Specification, Agreement Certification & Codes of Practice recognised by the industry.

• Advise the Project Surveyor, Principal Surveyor and Senior Construction Manager on issues associated with matters of quality, finish and compliance with the specification, having due regard to the requirements of the Contract Administrator and value for money.

• Undertake site inspections, take contemporaneous records of resources, workmanship, materials, defects as appropriate and report on and discharge findings. • Attend and report at pre-contract and site progress meetings.

• Identify technical problems on site, to recommend corrective measures and to ensure that Contractors take timely corrective action when defects are discovered.

• Prepare schedules of defects and to certify rectification of snagging items. Attend site progress, Project Completion Handover and End of Defects inspection meetings as required by Project Surveyor, Principal Surveyor, and to assist in compiling and discharging lists of unsatisfactory works.

• Monitor site progress through appropriate system, focusing on contractor resources, health and safety compliance and quality of works.

• Positively contribute to the development and maintenance of relevant Quality systems/procedures/processes.

• Perform as the Capital Works ambassador for quality, engaging with residents and other stakeholders to provide confidence in the services the Capital Works Team perform

• Provide professional and technical advice and reports.

• Undertake inspections in relation to minor adaptations works if required.

• Identify gaps or defects in communication between contractors and residents and address these or refer these to the on-site Constructor or Project Surveyor for action.

• Identify any procedural shortfall on the part of a contractor and report it to the appropriate colleague for action.

• Witness test commissioning and balancing of engineering installations.

• Understand the scope of the work covered in the Risk Register and monitor compliance.

• Provide feedback on the performance of contractors and consultants to contribute to approved list databases.

• Be fully conversant with the whole project delivery process.

• Engage with the residents and promote and agree collaborative processes for inspection and completion of works.

• Respond positively to historical issues as they arise and recommend and agree actions to promptly address these matters.

• Build and maintain effective and productive working relationships with internal and external stakeholders.

• Carry out appropriate consultation with building control, planners, leaseholders and other stakeholders to ensure statutory compliance.

• Provide accurate information to the Council Leasehold Services department to enable statutory Section 20 consultation notices to be issued and liaise with them to prepare formal responses to all queries.

• Investigate and prepare responses to queries of final invoices and preparation of information.

• Liaise with the Area Teams regarding any problems with work on site and take appropriate action to resolve them.

• Work with colleagues across the housing department and strategic partners to ensure that the Capital Works programme is delivered to time, cost and quality standards.

• Communicate effectively and work collaboratively with other staff across the council to ensure the delivery of corporate objectives and maintain effective working relationships both internally and externally with particularly attention to relationship with residents and Ward Councillors. Communicate effectively and work collaboratively within the team to ensure the team deliver a customer focused service that is continuously improving.

• Attend meetings with tenants and leaseholders to undertake project consultation to ensure the needs, priorities and aspirations of residents are understood and involve customers in monitoring services so that customer feedback drives continuous service improvement.

• Prioritise and deal with customer complaints and members enquiries in accordance with the Council’s timescales and standards and aim to resolve them to the customer’s satisfaction.

• Communicate effectively with residents on Capital Works projects that will impact on their home, their wider living environment and their quality of life.

• Liaise with residents and resident representatives on quality related issues.

General responsibilities

• Take appropriate measures to ensure safe working practices are adopted for all works undertaken on and off site such that Westminster Council staff, residents and other stakeholders’ safety is maintained.

• To use the Council’s office-based and mobile IT services for the input, access and transmission of information using the appropriate level of information security and classification through the use of electronic mail, diaries, word-processing, spreadsheets and databases as well as any specific job-related applications as required to carry out the duties of the post.

• Ensure that the work is in accordance with all current legislation and statutory requirements.

• Comply with the Westminster Council Health and Safety Policy and Arrangements.

• Encourage innovation, continuous improvement and sharing of best practice.

• Communicate effectively with residents with regarding projects that will impact on their home, their wider living environment and their quality of life including representing Westminster Council at resident meetings.

• Communicate effectively and work collaboratively with other staff across Westminster Council to ensure the delivery of corporate objectives and maintain effective working relationships both internally and externally with particularly attention to relationship with residents and Ward Councillors.
